Heddiw mae Llywodraeth Cymru wedi cyhoeddi ymgynghoriad ar gynlluniau i daclo tlodi tanwydd yng Nghymru. Mae National Energy Action (NEA) Cymru yn croesawu’r cyfle i sicrhau mai hwn fydd yr ymateb cryfaf posib i ddiflastod cartrefi oer yng Nghymru.

Ni lwyddwyd i gyflawni targedau statudol blaenorol. Mae NEA Cymru eisiau targedau tlodi tanwydd newydd sy’n uchelgeisiol ac sy’n monitro cynnydd yn rheolaidd rhwng nawr a 2035.

Nododd Ben Saltmarsh, Pennaeth NEA Cymru:

“Dyma amser hollbwysig. Mae pobl o bob oedran yng Nghymru’n profi caledi mewn cartrefi oer a llaith, gan gwtogi ar eu defnydd o ynni a wynebu dyledion cynyddol. Heb gynllun difrifol ac uchelgeisiol, bydd tlodi tanwydd yn parhau i fod yn broblem ddinistriol yng Nghymru, gan ddifetha a byrhau gormod o fywydau.

“Mae targedau a cherrig milltir clir yn hanfodol i sicrhau cynnydd cyson. Ar hyn o bryd, mae’r cerrig milltir dros dro ar goll ac mae angen mynd i’r afael â hyn. Mae’r ymgynghoriad yn gyfle da i gryfhau’r cynllun a deall faint o wahaniaeth y mae’n ei wneud mewn gwirionedd i o leiaf un o bob deg o bobl yng Nghymru na allant fforddio cartref cynnes ac iach.”

Mae NEA Cymru wedi cynhyrchu papur byr sy’n amlygu’r ymrwymiadau allweddol yr hoffai’r elusen eu gweld yn cael eu hadlewyrchu yn y cynllun terfynol. Mae’n gobeithio gweithio gydag ystod o randdeiliaid allweddol i helpu mwyhau’r cynllun yn ystod yr ymgynghoriad i sicrhau ei fod yn helpu’r rhai sydd mewn angen mwyaf.

  2. Mae National Energy Action (NEA) yn gweithio ar draws Cymru, Lloegr a Gogledd Iwerddon i sicrhau y gall pawb yn y Deyrnas Unedig fforddio byw mewn cartref cynnes ac iach. I gyflawni hyn, ei nod yw gwella mynediad at gyngor ar ynni a dyledion, darparu hyfforddiant, cefnogi polisïau effeithlonrwydd ynni, prosiectau lleol a chydlynu gwasanaethau cysylltiedig eraill a all helpu newid bywydau.
  3. Yn ôl yr amcangyfrifon diweddaraf roedd 12% o aelwydydd (h.y. 155,000 o aelwydydd) yn byw mewn tlodi tanwydd yng Nghymru.   4. Ystyrir bod aelwyd yn profi tlodi tanwydd os na all gadw’r cartref yn gynnes am gost resymol. Yng Nghymru mae hyn yn cael ei amcangyfrif trwy fesur a oes angen i unrhyw aelwyd wario mwy na 10% o’u hincwm ar gynnal trefn wresogi foddhaol. Diffinnir unrhyw aelwyd sy’n gorfod gwario mwy nag 20% fel profi tlodi tanwydd difrifol. Diffinnir aelwydydd agored i niwed fel y rhai sydd â rhywun 60 oed neu’n hŷn, plentyn neu berson ifanc o dan 16 oed a/neu rywun sy’n anabl neu’n byw gyda chyflwr hir dymor cyfyngol.
  5. Yn ei ‘Hymrwymiad Tlodi Tanwydd i Gymru’ yn 2003 a’i ‘Strategaeth Tlodi Tanwydd 2010’, ymrwymodd Llywodraeth Cymru i ddileu tlodi tanwydd, mor bell ag sy’n rhesymol ymarferol: ymysg aelwydydd agored i niwed erbyn 2010; ymysg pobl sy’n byw mewn tai cymdeithasol erbyn 2012; ac i bawb yng Nghymru erbyn 2018.
  6. Mae NEA Cymru wedi cynhyrchu papur byr sy’n amlygu’r ymrwymiadau allweddol yr hoffai’r elusen eu gweld yn cael eu hadlewyrchu yn y cynllun tlodi tanwydd terfynol i Gymru. Gellir dod o hyd i hwn yma
  7. Cyhoeddwyd Monitor Tlodi Tanwydd diweddaraf y Deyrnas Unedig ym mis Medi 2020. Cyhoeddir yr adroddiad ymchwil blynyddol hwn ar dlodi tanwydd yn y DU ac ym mhob un o’r pedair cenedl gan National Energy Action ac Energy Action Scotland. Mae’n asesu ac yn adolygu polisïau sydd naill ai wedi’u hanelu at neu’n effeithio ar brif ysgogyddion tlodi tanwydd, sef: effeithlonrwydd ynni anheddau domestig, incwm aelwydydd a chost ynni. Eleni, canolbwyntiodd y monitor ar effeithiau COVID-19, gan gynnal ymchwil gyda 73 o sefydliadau unigryw ar draws y diwydiant ynni. Fe nododd fod tri chwarter o sefydliadau rheng flaen ar draws Prydain Fawr yn pryderu am y risg uchel y bydd dyledion tanwydd yn codi y gaeaf hwn o ganlyniad uniongyrchol i’r pandemig, a bod 98% yn gweld risg gymedrol neu uchel y bydd mwy o aelwydydd yn cwtogi ar eu defnydd o ynni gan iddynt gael eu gorfodi i dreulio mwy o amser gartref yn ystod cyfnodau clo.
