NEA’s Response to the BEIS Consultation on Improving home energy performance through lenders. While NEA agrees with the need to move towards Green Mortgages, there are significant risks to fuel poor households that need to be fully understood. These can be mitigated by a generous exemption mechanism.

NEA agrees with the proposals to extend the scheme, as is, for a further year. This process must be expedited. We broadly agree with many of the proposed changes to Industry Initiatives, but warn that increases to fuel voucher provision will result in reductions in valuable provision of energy advice, income maximisation and energy efficiency measures, which NEA believes is an undesirable outcome.

NEA’s Response to the BEIS Consultation on a Green Gas Levy. NEA disagrees with the introduction of a new levy on gas bills to pay for green gas projects, and believes that this should be paid for out of general taxation. If the proposals were to be taken ahead for a new levy, NEA believes that this should be constructed in distributionally fair way instead of the proposed flat rate for all users.

While we understand that, at present, the key focus for the Department is to ensure that the Single Electricity Market (SEM) is maintained and fully operational after the implementation period. We also note that issues such as retail, consumer vulnerability and fuel poverty issues are an integral part of the Electricity Directive and Clean Energy Package as a whole and the translation of these issues have been paused and are to be considered under the new energy strategy.

Improved insulation and heating standards are seen as the most rational and sustainable means of mitigating heating price increases and ensuring affordable warmth. While we must decarbonise our energy system, we must also ensure that the needs of those on lower incomes and experiencing fuel poverty should be protected. We commend both Councils for designing and developing this strategy and have also made some comments to the questions posed in the consultation.
