The Ealing Handyperson Scheme was part of a Better Care Fund/Care Act initiative and the service was available to householders across all tenures. Staff attended home visits alongside Integrated Community Services and reablement staff to ensure that housing conditions were not likely to result in readmission to hospital. Heating and insulation measures were available where appropriate to ensure the householder was able to keep their home warm.
The Warm & Healthy Homes Fund grant provided additional avenues to improve energy efficiency, comfort and warmth in the homes of the most vulnerable. Additional funding was available from various sources including FILT, Better Homes, the Repairs and Adaptations Service and the council’s COSIE Scheme (funded by Public Health). Expert energy efficiency advice was made available and assessors were able to provide the most appropriate small measures for the householder’s circumstances. The grant also provided energy efficiency training to carers, another avenue for disseminating energy advice to the vulnerable.

A grant of up to £500 per eligible household was used to provide low cost energy efficiency interventions. Measures could include insulation, draughtproofing, heating repairs and a range of other specified products as required by the household.
