With support from RWE npower, NEA delivered a winter fuel payment research project. The aim of the research was to examine how low-income or vulnerable households cope during the winter period in relation to keeping warm and fuel affordability and the value attributed to the winter fuel payment. The research investigated with recipients of the payment how it was being used, whether it was absorbed into the general household budget and the value attributed to the payment.

Effective and efficient delivery of fuel poverty and energy efficiency programmes will be greatly assisted by informative and accessible data sources that enable identification and targeting of fuel-poor households. The lack of reliable and accessible data relating to fuel-poor households is a major barrier to developing and implementing optimal programmes to address fuel poverty. NEA has been commissioned by the Department of Energy and Climate Change (DECC) to explore what data would be required to complement a legislative framework to facilitate a neighbourhood retrofit programme post-2012.
