
The current range of programmes is inadequate to deliver on the necessary scale and has hindered progress towards the decarbonisation of the energy system and the eradication of fuel poverty.
NEA believes that an effective programme must adopt a number of fundamental principles.
- A clear policy direction is crucial in ensuring delivery. Energy efficiency policy must be driven by prescriptive regulation.
- Adequate funding levels are essential to ensure that long-term planning is not compromised through lack of resources.
- Agencies mandated to deliver the programme should be primarily motivated by social and environmental concerns and the welfare of local residents.
The citizen is at the centre of planning how we foresee this programme delivering. At the heart of the locally delivered scheme are local authorities providing the strategic direction in their local area and working with a private sector supply chain to deliver a comprehensive retrofit programme to the entire housing stock by 2020.
NEA has produced this model following consultation with over 80 stakeholder organisations from industry, trade bodies, local authorities, and social/environmental NGOs. NEA is calling on all local authorities, industry, and business to support the 10 principles of retrofit that underlie the model set out in this report.
